The drawing you have downloaded is georeferenced with the GEO command of CAD so you do not need to specify a georeference system, as Plex-Earth automatically recognizes the applied one (NAD 83/NV83 EF - EPSG:3421).

You can see the applied coordinate system by clicking on the Set Georeference button on the Plex Earth ribbon.
