So what is the difference between a Simple Image and a Mosaic?

Let's explore our drawing: we have imported a Simple Image at Zoom Level 17 and a Mosaic at Zoom Level 19, both from Hexagon, so let's see how different their quality is.

From the Imagery Manager, click the Simple Image and the Mosaic from Hexagon and click Edit. Then choose the Mosaic and select Zoom to Object. Go and zoom in to the details.

As you can see, the more you zoom, the more the difference in the Zoom Levels is obvious.
